Background

The European Union and Ukraine agreed to establish a joint drone production partnership as part of an EU-Ukraine defence industrial partnership. A separate agreement will expand the defence relationship to include an integrated ​anti-ballistic missile coalition between Ukraine and nine European countries. As part of the European Defence Industry Programme (EDIP), the Ukraine Support Instrument (USI) has a dedicated budget of EUR 300 million to support the modernisation of Ukraine's defence and industrial base along with future cooperation between the EU and Ukraine. These initiatives indicate increasing defence cooperation between European partners and Ukraine.

Strategic Assessment

The EU-Ukraine relationship is becoming part of an integrated defence industrial base rather than Ukraine as a military recipient. Defence integration is increasing through Ukraine’s advancement in drone technology, electronic warfare, battlefield experience, and long-range strike capability. Integration with the Ukrainian Defence Technological and Industrial Base (DTIB) is part of a greater European DTIB objective. With the recent drone and anti-ballistic missile partnership announced, the two partners have signalled closer collaboration efforts.
